Zoning and subdivision referrals

As required by Sections 8-3b, 8-26b, and 8-23(g)(4) of the Connecticut General Statutes, CCRPA provides advisory review ("referrals") of proposed zoning regulation amendments, zone map changes, subdivision regulation amendments, and changes to municipal plans of conservation and development in and around the region. While CCRPA will accept referrals on changes to zoning regulation or maps, subdivision regulations, or municipal plans from any municipality in or neighboring the region, any changes that could affect land within 500 feet of CCRPA's municipalities must be submitted to the Agency for review. Once CCRPA receives a referral, staff evaluate the proposal for consistency with the region's Plan of Conservation and Development. Adverse impacts, particularly in the field of the environment and transportation, and their spillover into neighboring communities, are considered as part of the process. CCRPA's Comprehensive Plan Committee (CPC) makes the final determination of whether the change is in conflict with the regional plan. For a schedule of CPC meetings, see the Agency Calendar.

Referral submission procedures

Submission procedures differ depending on the type of referral. Please see categories below for specific procedures.

Proposed zone or zone use change

E-mail or send via certified mail, return receipt requested 30 days prior to the public hearing. If an email from CCRPA indicating the receipt of the referral is not sent to the initiator, the referral must be sent via certified mail, return receipt requested, 25 days prior to the public hearing. Proposed subdivision

Send via certified mail, return receipt requested 30 days prior to the public hearing. For more information, see governing statute.

Proposed Plan of Conservation and Development amendments

E-mail or send via certified mail, return receipt requested 65 days prior to the public hearing. If an email from CCRPA indicating the receipt of the referral is not sent to the initiator, the referral must be sent via certified mail, return receipt requested, 60 days prior to the public hearing.
