CCRPA is the federally-designated Metropolitan Planning Organization (MPO) (espaƱol, polski) for the central Connecticut region. As the region's MPO, the Agency must approve any proposed transportation project in the region if it is to receive federal funding. The Federal Government imposes this requirement to ensure coordinated planning.
When CCRPA is asked to support a proposed project, the project is compared to the Long-Range Transportation Plan. If it the project is consistent with the Plan, it can be endorsed. MPO decisions are made by the Agency Board. Together with Agency staff, the Transportation Improvement Committee (TIC), which consists of appointed representatives from CCRPA's municipalities, advises the board on MPO matters.
As part of its MPO responsibilities, CCRPA produces and maintains of several basis documents.
These documents, which are described below, may be found under Plans and Publications.
Towns and cities in the region coordinate the development of their transportation and transit infrastructure through the Agency. Central to this coordination is the region's LRTP. which lays out a vision for the future of the region and its transportation system over at least the next-twenty five years and includes mid- and long-term projects. The Plan, which is produced at least every four years, was last adopted in 2007 and amended in 2008.
The TIP lists all federally-funded surface transportation projects scheduled to occur in the region over a three to five year period. (Inclusion of a transportaion project by the MPO into the TIP is a prerequisite for federal funding.) The TIP is produced every other year but is reprogrammed annually (typically in late spring, with final approval in June) and may be amended during the year.
The UPWP outlines the transportation planning work the Agency expects to undertake over a two-year period.
The PPP spells out how the Agency engages and communicates with the public throughout the transportation planning process. For more information about the Agency's public involvement efforts, click here.
From time to time, the CCRPA undertakes special plans or studies on topics of interest. These projects are completed as resources allow and are listed under Plans and Publications.
